Teacher Training in Singapore: Competence and Value-Based Approach

There are identified some factors of attractiveness of the teacher profession in Singapore which are basic for the teacher training system in the country. For understanding specifics of lifelong teacher learning which explains high effectiveness of Singapore school education, the university entering system is described, the of teacher training structure is outlined, importance of practice and tutoring in this process is revealed. Based on foreign studies, the most popular characteristics of an effective teacher are presented as they are meant by different subjects of the education system in Singapore, from administration to students. So the key features of a good teacher in the mass consciousness of Singaporeans are highlighted (like ability to make relationships, understanding themselves, dedication to teacher’s work etc.) and their direct correspondence to teacher’s professional competencies is established which confirms consensus between public demands and the state educational policy in teacher training. Directions of lifelong teacher education and career opportunities of Singapore teachers are also revealed. There have been highlighted features of teacher certification system based on competence approach as a tool for professional development and indispensable career advancement of teachers. The article describes the competence model of teacher productivity management used throughout the entire continuing professional education – since university training throughout work; the main significance and individual disadvantages of the model are indicated. There has been characterized the paradigm of values of teacher work in Singapore. The author makes a conclusion about the current transition of the teacher training system in Singapore to a competence and value-based approach.
